SUNAPEE BOARD OF SELECTMEN
MEETING
7:00 PM Town Office Meeting Room
Monday, June 1, 2009

Present: Stephen White Chairman, William Roach Vice-Chairman, Fred Gallup, Charlotte Brown, Donna Nashawaty Town Manager.
 
Also Present: Chief David Cahill, Betty Ramspott Town Clerk, Tony Bergeron Road Agent, Officer E. Neill Cobb, Officer Tim Therrian, Larry Brudnicki, Archie Mountain Eagle Times, Katie Richardson Intertown Record. (Additional names on the attached sign-up sheet)

The meeting was called to order by Stephen White, Chairman at 7:00PM

Betty Ramspott, Town Clerk had the honor of swearing in Officer Tim Therrian as the new Full-Time Officer and Officer E. Neill Cobb who was promoted to the rank of Sergeant.

Chairman White read a proclamation recognizing Captain Lawrence Brudnicki for his participation and leadership during the mission known as the “Perfect Storm” and naming Captain Brudnicki as the 2009 4th of July parade Grand Marshall. Captain Brudnicki was also presented with a plaque recognizing his induction into the US Coast Guard Hall of Heroes.

Betty Ramspott, Town Clerk
Betty Ramspott updated the Board on the fee that she gets when she does the “entire” auto registration, which is when Betty Ramspott collects the town tax and state, the fee is $2.50. Last year a bill was passed increasing the fee  a town can collect to $3.00. Last year the amount of auto registrations was 5,000, that would be an increase in revenue of about $2,500. Betty Ramspott reminded the Board that the State budget, which includes an auto registration increase, has not passed yet. If the Board decides to raise the fee, Betty Ramspott would need 2 to 3 months notice to update the computer software. Selectmen Gallup suggested that since we don’t know if the State increase is going to occur that we wait and see what happens before we make a decision on the fee increase. Donna Nashawaty suggested the subject be bought up again in fall during the Town budget process.

Selectman Charlotte Brown
Selectman Brown stated that there was some confusion in the community regarding what option for the one way loop was voted on by the Board at the May 18th meeting.  Option 2, which is clockwise was approved and voted on by the Board.
Selectman Brown also presented a letter addressed to the 24 state Senators supporting HB45 as amended. This bill allows towns and conservation commissions to apply for certain grants to protect present and future water supplies, and contains a rider to study Wildgoose boat launch.


Jeffrey Barrett, Sullivan County Commissioner
Chairman White distributed a letter from the Board to Commissioner Barrett for the Commissioners and Representative Suzanne Gottling for the delegation. The letter thanked the County Commissioners for coming to the meeting and updating the Board on the condition of the County. (See attached letter) Commissioner Barrett explained that the Commissioners are trying to open up the lines of communication between the Towns and Commissioners and plan on attending meetings at Towns within the County on a regular basis. Various residents were able to voice their concerns with the County budget. Commissioner Barrett thanked the Board for inviting him to the meeting and reassured the Board that the Commissioners are diligently trying to stabilize the tax rate and make it so there are not the surprises that they’ve had over the last few years. His phone is always on and invites anyone to call to talk things over. Selectman Roach said in all the years he has been around that this is the first time he has been able to sit down and chat with anyone from the County Commissioners. As committees are being formed to look at different studies he will make every effort to include Sunapee.

Public Comments
Robert Rupp was very concerned about an article he read in the Union Leader regarding shooting fireworks over bodies of water.
Debbie Benjamin and Tanya Wilke, LSPA urged the Board to send the letter to the Senators that Selectman Brown presented to the Board.
Motion to sign the letter presented by Selectman Brown by Selectmen Gallup, seconded by Selectman Roach. All in Favor. Unanimous.
